Setup for no shipping but PayPal still adds shipping to the order
In your PayPal account, there is a place where you can set PayPal to charge a shipping amount. That information will over ride the $0 shipping information Wahmcart sends to PayPal. To correct that, turn off the over ride in PayPal. Here are some instructions taken from PayPal's website.

To collect Shipping by hard coding the values in your button, make sure that Shipping Calculations is turned off from your Profile.
  1. Login to your PayPal account.
  2. Click the Profile subtab.
  3. Click the Shipping Calculations link in the Selling Preferences column.
  4. Click Clear Settings.
  5. Make sure the Click here to allow transaction-based shipping values to override the profile shipping settings listed above (if profile settings are enabled) box is checked.
  6. Click Save.
